E’ stato pubblicato sulla Gazzetta ufficiale del 2 settembre il decreto 28 giugno 2016 che modifica l’allegato IV del decreto del Presidente della Repubblica 30 aprile 1996, n. 317, recante: «Regolamento recante norme per l’attuazione della direttiva 92/102/CEE, relativa all’identificazione e alla registrazione degli animali». La comunicazione del Ministero della Salute
Il decreto sostituisce l’allegato IV del DPR 30 aprile 1996, n. 317, con un nuovo Modello 4 con il duplice scopo di uniformare in un unico documento le informazioni previste nella «dichiarazione di provenienza e di destinazione degli animali» (modello 4) con le «informazioni sulla catena alimentare» (ICA) di cui all’allegato II, sezione III, del regolamento (CE) n. 853/2004 e consentirne l’informatizzazione.
Il decreto ribadisce la “necessita’ di avviare il processo di dematerializzazione dei documenti cartacei che accompagnano gli animali nelle movimentazioni e di ridurre al minimo le anomalie generate da errori nella compilazione dei modelli”; il provvedimento tiene anche contro che “la Banca dati nazionale dell’anagrafe zootecnica contiene tutte le informazioni relative alle aziende, agli operatori ed agli animali e rappresenta la fonte ed il riferimento ufficiale dei dati da inserire nella Dichiarazione di provenienza e di destinazione degli animali (Modello 4)”.
Sarà consentito utilizzare, esclusivamente nei casi in cui è ammessa la compilazione non informatizzata e non oltre il 31 dicembre 2016, i modelli precedenti fino ad esaurimento delle scorte a condizione che siano debitamente integrati con le informazioni aggiuntive richieste dal nuovo modello e che siano osservate le modalità operative di cui all’articolo 2 del decreto stesso.
