E l’Ocse segnala l’aumento delle disuguaglianze. La modifica della legge Fornero, con il possibile pensionamento anticipato in cambio di un assegno ridotto, è «un tema vero, che c’è», secondo il premier Matteo Renzi.
«Se però lo diciamo adesso sembra che sia un’operazione di campagna elettorale» ha spiegato ieri alla direzione del Pd. La verità è che la legge di Stabilità che dovrebbe raccogliere la proposta finale arriverà a settembre. Le idee al momento sono ancora confuse. Lo ha ammesso ieri il ministro del Welfare, Giuliano Poletti, quando ha affermato che l’ipotesi di calcolare tutta la pensione con il metodo contributivo per consentire l’uscita anticipata rispetto all’età di vecchiaia, al momento tra le più accreditate, «è una delle 100 ipotesi». Sempre ieri, mentre il leader della Cisl, Anna Maria Furlan, reclamava una convocazione dei sindacati sulla flessibilità, il presidente della commissione Lavoro del Senato, Maurizio Sacconi (Ap), ha presentato un disegno di legge delega sul tema che ricalca quello presentato alla Camera da Damiano, Gnecchi e Baretta. «Il collega Pizzolante – ha detto Sacconi – lo sta presentando alla Camera». Il disegno di legge ipotizza la possibilità di pensionamento anticipato sulla base di due requisiti minimi, 62 anni di età e 35 anni di contributi, con una penalizzazione annua del 2% fino a un massimo dell’8%. Intanto Renzi misura in prima persona l’effetto esplosivo dell’annuncio, fatto lunedì scorso, sull’apertura del cantiere della flessibilità: nessuno parla più della sentenza della Consulta sul mancato adeguamento pensionistico, che era piombata come una mina sui conti pubblici. Ma anche le proteste sulla soluzione trovata con il decreto, un minirimborso per 4 milioni di pensionati, sembrano oscurate. Per Renzi pare non esistano: «Intanto abbiamo recuperato due miliardi di euro e li diamo a quei quattro milioni di cittadini che ne hanno titolo» ha riassunto ieri. Un risultato positivo che associa ai primi frutti del Jobs act sull’occupazione: «Per 20 anni – ha affermato a Vicenza in un incontro elettorale per le regionali in Veneto – la classe dirigente italiana si è dimenticata di una generazione. Dare lavoro a tempo indeterminato è la cosa più di sinistra che potevamo fare. Oggi l’occupazione sta crescendo».
L’Ocse, organizzazione internazionale, in un rapporto presentato ieri, ha posto però l’accento sulle diseguaglianze economiche: in Italia il 10% più ricco della popolazione guadagnava nel 2013 undici volte di più del 10% più povero, contro il 9,6 della media Ocse. Lo studio sottolinea che la diseguaglianza in Italia «è aumentata dalla metà degli anni 80», come in Germania, Usa, Gran Bretagna, Francia e Spagna. Da noi la crisi ha colpito maggiormente le famiglie a basso reddito, le cui entrate sono scese del 4% medio annuo tra il 2007 e il 2010, mentre il reddito medio totale è sceso del 2% e quello delle famiglie più ricche dell’1%. L’indice Gini, che misura le differenze nella distribuzione della ricchezza, è salito nel periodo 2007-2011 di tre punti ed è il 6° più alto d’Europa e il 13° dell’Ocse. Ieri le associazioni del terzo settore confluite nell’Alleanza contro la povertà hanno chiesto a Poletti di accogliere nella prossima legge di Stabilità la loro proposta sul Reddito di Inclusione sociale che combatte proprio le disparità.
