Per alcune Regioni e molti operatori del settore erano già inaccettabili i tagli da 2,3 miliardi previsti dal decreto enti locali all’inizio di agosto. Eppure adesso Carlo Cottarelli torna alla carica, suggerendo l’opportunità di interventi ben più ampi.
«Risparmi ce ne sono da fare – ha detto in un intervento al Meeting di Rimini l’ex commissario straordinario alla spending review, attualmente direttore esecutivo del Fmi – anche perché c’è una diversa efficienza tra le varie Regioni d’Italia: si possono ottenere 3,4 o 5 miliardi di ulteriori risparmi oltre a quelli sull’acquisto di beni e servizi. I margini ci sono, l’importante è che ci siano interventi mirati». Il tutto, ha ricordato Cottarelli, nell’ambito di una spending review globale da 10 miliardi, ribadita dal suo successore, Yoram Gutgeld, e che include anche risparmi da 2- 3 miliardi sulle partecipate.
«Dicano che vogliono fare saltare la sanità su base universalistica e così finalmente sapremo la verità», replica stancamente Luca Coletto, assessore alla Salute del Veneto e coordinatore nazionale degli assessori alla Sanità. Il Veneto è la Regione che, insieme alla Lombardia e alla Liguria, si è opposta strenuamente anche ai tagli già approvati, all’inizio di luglio, dalla Conferenza Stato- Regioni, e tuttavia Coletto sottolinea come, anche in quella sede, non si parlasse di spending review in generale, ma di «razionalizzazioni finalizzate a che i risparmi rimangano nell’ambito della sanità». Il risultato è stato ben diverso, rileva l’assessore: «Sono assolutamente tagli lineari, non c’è alcun dubbio. Per esempio non è possibile che con la nuova manovra l’esame sul colesterolo si faccia ogni cinque anni. I risparmi si potrebbero ottenere invece andando a tagliare là dove non c’è ancora un’organizzazione moderna della sanità, su chi non ha attivato le centrali di acquisto. Però se il problema è quello di trovare dieci miliardi per lo Stato, che taglino a livello ministeriale piuttosto, senza andare a toccare sanità e sociale».
Eppure le premesse di Cottarelli, nell’intervento al Meeting di Comunione e Liberazione, sembrano di segno opposto rispetto all’opportunità di ulteriori tagli: «Negli ultimi 20-30 la spesa sanitaria è aumentata meno che in Inghilterra, Francia e Stati Uniti. La nostra sanità incide per lo 0,8% del Pil, possiamo parlare di un sistema virtuoso, che ci avvicina alla Germania». Cottarelli ha inoltre auspicato che gli sgravi fiscali alle imprese vengano estesi anche per il prossimo anno: «Credo che sia importante continuare il lavoro sulla riduzione del costo del lavoro», ha precisato. Questo però senza intaccare l’obiettivo di dieci miliardi di euro messo in cantiere dal governo per la “spending review 2.0” del prossimo anno, obiettivo che il direttore del Fmi giudica «credibile e raggiungibile».
