Ancora una fumata nera dal Consiglio agricolo europeo riunito ieri a Strasburgo. Agricoltori e allevatori colpiti dalla lunga crisi innescata dalla caduta dei prezzi, dovranno aspettare il Consiglio di luglio per sapere se entreranno o meno in vigore i pacchetti di aiuti che, a vario titolo, i ministri hanno messo a punto. Indubbiamente amare le considerazioni del ministro delle Politiche agricole, Maurizio Martina, che era partito ieri mattina per Strasburgo forte di un intenso lavoro diplomatico con i colleghi francese, spagnolo e tedesco.
«Ci aspettavamo di più – dice Martina – ma il piano di intervento della Commissione non c’è stato. C’è un impegno del commissario Phil Hogan per luglio e daremo tutto il nostro contributo perché ci siano decisioni definitive e operative.
«Abbiamo capito tutti – aggiunge il ministro – che non bastano le risposte nazionali, con la crisi del latte abbiamo un esempio evidente. Servono strumenti di carattere generale e validi per tutta Europa. Con Francia e Spagna abbiamo proposto di finanziare a livello Ue la programmazione produttiva volontaria dell’offerta. Uno strumento identico per tutti i Paesi. Il fatto che il 40% delle risorse comunitarie dell’intervento dello scorso anno sul latte non sia stato speso è un segnale che dobbiamo tenere in considerazione. È necessario anche arrivare all’aumento definitivo del “de minimis” passando da 15mila fino a 30mila euro, per avere più margini di movimento nel dare risposte alle imprese. In questo momento inoltre vediamo gli effetti della crisi del settore lattiero caseario scaricarsi anche su altri settori come quello ovino, che merita attenzione».
Al centro della discussione del Consiglio Ue la proposta – già comunque ritenuta praticabile dal commissario Hogan – di una riduzione volontaria e temporanea della produzione di latte. Una misura che tuttavia potrebbe chiedere un ulteriore impegno finanziario, così come gli interventi a favore delle carni suine e dell’ortofrutta. Ma al momento il Consiglio Ue – forse anche a causa di extracosti fuori bilancio e del momento difficile conseguente a Brexit – ha deciso di rinviare decisioni e eventuali fasi operative a luglio.
Il commissario Hogan, ieri, ha ricordato che comunque è già attivato da settembre 2015 un primo pacchetto di interventi da 500 milioni, seguito da altre misure varate nel marzo scorso a supporto degli agricoltori e degli allevatori degli Stati membri della Ue. «Sulla suinicoltura – aggiunge Martina – sono convinto della necessità di intervento nel breve periodo con la riattivazione dello stoccaggio privato delle carni suine e nel medio periodo con un intervento sul primo pilastro della Pac. Sul tema ortofrutticolo, invece, segnalo le difficoltà che in Italia stanno scontando produzioni come il pomodoro e gli agrumi. Anche qui servono più coraggio e più strategia. Vogliamo contribuire a sviluppare una fase più operativa ed efficace degli interventi con le risorse comunitarie necessarie per operare. L’Europa ha bisogno di un rilancio che passa necessariamente per la sua capacità di decidere, di dare risposte in tempi rapidi ai problemi dei cittadini e delle imprese».
