Il Senato ha approvato il dl sul finanziamento ai partiti con 171 sì, 55 no (Sel, M5s e Gal) ed un astenuto. Ora il provvedimento passa alla Camera, che avrà tempo fino al 26 febbraio per la conversione in legge del decreto prima che esso decada. La riforma passa fra le proteste del Movimento 5 Stelle. “No alla legge truffa”, si legge sui cartelloni esposti nell’Aula di palazzo Madama e tolti solo dopo l’intervento dei commessi.
Il decreto legge era stato annunciato lo scorso aprile quando si è insediato il governo guidato da Enrico Letta. Un provvedimento che poi ha dovuto attendere 8 mesi per l’approvazione in Consiglio dei ministri, lo scorso dicembre. Il decreto, che entrerà a “regime” nel 2017, prevede un taglio graduale ai rimborsi elettorali in tre anni del 25 per cento, 50 per cento e 75 per cento dell’importo spettante che ora è fissato a 91 milioni di euro. Il 6 febbraio il testo è stato approvato in commissione Affari costituzionali al Senato con alcune modifiche rispetto al testo licenziato dall’esecutivo: è stata tolta l’esenzione per i partiti al pagamento dell’Imu per le sedi, sono state cancellate le agevolazioni per le scuole e il tetto per le donazioni private è sceso da 300mila a 100mila euro. Tra gli emendamenti discussi ieri, anche la possibilità che la legge “coprisse” i prossimi appuntamenti elettorali delle Regionali e delle Europee. Una norma che è stata stoppata per il voto contrario di Ncd.
Nell’ambito della discussione in Aula, è stata approvata anche la proposta per l’istituzione della cassa integrazione per i dipendenti dei partiti che perdono il posto. Un provvedimento sul quale si era detta contraria, tra le file della maggioranza, Scelta Civica. Nella riforma si prevede, all’articolo 16, che , per la cassa integrazione , è autorizzata la spesa di 15 milioni di euro per l’anno 2014, di 8,5 milioni per il 2015 e di 11,25 milioni l’anno a decorrere dal 2016, cui si provvede con quota parte dei risparmi dell’abolizione del finanziamento pubblico
