L’occupazione. L’Italia continuerà a uscire dalla recessione, ma nella prima fase aumenteranno le ore per chi già lavora, non i posti. L’Ocse taglia le stime di crescita dell’economia italiana, con delle previsioni più vicine a quelle della Commissione europea che a quelle del Governo.
Secondo l’outlook semestrale dell’organizzazione parigina, il Pil salirà quest’anno dello 0,5% (rispetto allo 0,6% del rapporto di novembre 2013) e l’anno prossimo dell’1,1% (rispetto all’1,4%). Il Governo ha previsto invece un aumento rispettivamente dello 0,8% e dell’1,3% (0,6% e 1,2% per Bruxelles). L’Italia rimane quindi il fanalino di coda della zona euro in termini di vivacità congiunturale (con l’eccezione quest’anno della sola Grecia, che però nel 2015 dovrebbe crescere dell’1,9%), alle spalle di Portogallo, Irlanda, Spagna e Francia.
In peggioramento anche lo scenario relativo al debito (che passerebbe quest’anno dal 133,2% al 134,3% del Pil e il prossimo dal 132,6% al 134,5%), il cui calo dovrebbe cominciare solo nel 2016, mentre sul fronte del deficit la situazione sarebbe destinata a migliorare leggermente quest’anno (-2,7% rispetto al 2,8%) e a peggiorare altrettanto lievemente nel 2015 (-2,1% rispetto al 2%). Sono infine state modificate in negativo le stime sulla disoccupazione: 12,8% quest’anno (era del 12,4%) e 12,5% il prossimo (12,1%). L’Ocse pensa infatti che «il primo effetto di un aumento della domanda di manodopera sarà un incremento delle ore lavorate» per chi un posto già ce l’ha.
Gli esperti dell’organizzazione ritengono comunque che, sia pure lentamente, l’economia italiana «continuerà a uscire dalla fase di recessione». E che consumi e investimenti «usufruiranno di un ritorno di fiducia e dell’aiuto supplementare dovute alle modeste riduzioni fiscali che stimoleranno i redditi delle famiglie».
Dopo due anni di arretramento, sottolinea il rapporto, nel primo trimestre del 2014 «i prestiti bancari alle imprese hanno evidenziato i primi segni di una ripresa». Anche se, da un punto di vista generale, «l’Italia rimane vulnerabile a eventuali turbolenze di mercato e deve quindi proseguire sulla strada di un rigore di bilancio basato su una riduzione delle spese in rapporto al Pil».
In prospettiva, l’Ocse evidenzia un possibile elemento positivo e un rischio. Il primo riguarda l’impatto del piano di rimborsi alle imprese da parte della pubblica amministrazione, che potrebbe «imprimere un solido impulso all’economia». Il secondo concerne il ruolo degli istituti di credito: la ripresa potrebbe infatti «essere compromessa se le carenze del sistema bancario dovessero frenare il credito e interrompere il normale ciclo d’investimento».
Quanto alla situazione internazionale complessiva, l’organizzazione parigina ha corretto al ribasso la previsione di crescita mondiale di quest’anno (dal 3,6% al 3,4%) lasciando invariata (al 3,9%) quella dell’anno prossimo. In rialzo invece le stime relative all’eurozona: dall’1% all’1,2% nel 2014 e dall’1,6% all’1,7% nel 2015.
L’Ocse rileva che «le grandi economie avanzate mostrano finalmente dei segnali di accelerazione dell’attività», anche se rimane per ora invariato il drammatico nodo del lavoro: nei 34 Paesi membri i disoccupati a fine 2013 erano 47 milioni, 14 in più rispetto al 2007, prima della crisi.
Bisogna quindi fare il possibile per non ostacolare la crescita e anzi sostenerla. In questo quadro l’Ocse lancia un vero e proprio appello alle banche centrali (Fed a parte) perché la politica monetaria rimanga accomodante. E soprattutto alla Bce, in considerazione dei rischi di deflazione nella zona euro, affinché «prenda nuove iniziative per riportare l’inflazione verso il suo obiettivo» del 2% (attualmente è allo 0,7%) e «altre misure non convenzionali nel caso in cui i prezzi non dovessero risalire». L’economista dell’Ocse Christian Kastrop ha precisato che il tasso principale dovrebbe essere portato a zero (dall’attuale 0,25%) e quello che remunera i depositi delle banche dovrebbe diventare negativo.
