«Questo è uno di quegli obiettivi che giustificano tutta una carriera politica. Io non voglio diventare uno di quelli che per “restare” rinuncia alle proprie idee. Non sono qui per occupare una seggiola ma per cambiare l’Italia». Matteo Renzi è Matteo Renzi. E quando in serata scende in sala stampa dopo aver portato tutti i suoi ministri (compresa la centrista Stefania Giannini, che poco prima aveva giudicato «inconsueto» il Ddl del governo sul Senato) ad approvare all’unanimità la riforma delle riforme, quella che abolisce Senato elettivo, Province, Cnel e materie concorrenti tra Stato e Regioni tutto d’un colpo, ha l’aria di uno che sta andando alla guerra. Dove o si vince tutto o si perde tutto. «Non so se ci sarà il lieto fine, ma questo è un buon inizio. Oggi il governo dice basta con i rinvii».
Il provvedimento approvato ieri non è esattamente un prendere o lasciare. Qualche piccola modifica si può fare, certo, ma senza mettere toccare i quattro paletti che lo stesso Renzi elenca: «Il nuovo Senato non dà il voto di fiducia al governo; non vota le leggi di bilancio; non ci deve essere l’elezione diretta dei senatori; niente indennità per i nuovi senatori». Nessun Senato elettivo, dunque, come chiesto dallo stesso presidente di Palazzo Madama Pietro Grasso. E proprio l’intervento di Grasso, eletto con le liste del Pd, non è andato per niente giù al premier: «Non si è mai visto un presidente del Senato intervenire su provvedimenti in itinere, se sono arbitri non possono giocare», ha ribadito ieri sera Renzi ai microfoni di Skytg24. Ma è soprattutto ai suoi, ai senatori del Pd compresi i 25 che hanno firmato il documento della “fronda” contro un testo di riforma a loro avviso preconfezionato, che il premier vuole mandare il suo messaggio. Bello chiaro: «Io non sono per niente preoccupato per il Pd – dice in conferenza stampa –. So bene che cosa pensa la base del mio partito, ci sono deliberazioni precise degli organismi dirigenti eletti con le primarie, conosco la posizione storica del Pd in favore delle riforme. Se qualcuno vuole prendersi la responsabilità di far fallire il progetto faccia pure, noi più che dire che su questo ci giochiamo tutto non possiamo fare».
Tradotto: come ho detto più di una volta, se non passa la riforma io non vado avanti. A costo, è il sottinteso, di tornare alle urne. Dire infatti di essere pronto alle dimissioni in caso di fallimento delle riforme significa in sostanza sottolineare l’assenza di alternative: ed è questa la forza del premier-segretario del Pd. Confortato dai sondaggi («l’ultimo Ipsos ci dà al 32%», sottolinea con i suoi) e anche dal sostegno indiretto arrivato ieri dal Capo dello Stato (si veda l’articolo a fianco), Renzi tira dritto. E respinge anche il pressing di Fi sull’Italicum, assicurando che sarà esaminato subito dopo il primo sì alla riforma costituzionale. Nessuna inversione dell’ordine, insomma, come chiedono gli azzurri. Da Palazzo Chigi smentiscono contatti diretti tra il premier e Berlusconi e sottolineano che in agenda non c’è al momento un incontro tra i due, come sembrerebbe sperare l’ormai ex Cavaliere. Eppure contatti tramite Denis Verdini ci sono stati. E Renzi può dire di «non avere motivi per dubitare dell’impegno di Fi sul percorso riformatore concordato». Già, perché nel patto del Nazareno non c’era solo l’Italicum, ma anche tutto il resto: il Senato non elettivo, il Titolo V, la riduzione dei costi della politica anche tramite la norma che prevede che «gli emolumenti spettanti al presidente della Giunta e ai componenti degli organi regionali non possono superare quelli spettanti ai sindaci dei Comuni capoluogo della Regione».
La prova più vicina resta quella delle europee del 25 maggio. Ed è a quella meta che guarda Renzi, consapevole che un buon risultato del Pd è fondamentale. «Non è un caso se in questo momento quello che più di tutti, come si dice a Roma, “sta a rosica’” è Beppe Grillo – ha detto ieri in tv –. È naturale: ora che si va verso il rinnovamento si sente franare la terra sotto i piedi». Per questo il premier concentra l’agenda, dopo il viaggio di oggi e domani a Londra, tutta sui nodi interni: la prossima settimana il Def, che conterrà anche le coperture per l’intervento sull’Irpef (la stima del Pil sarà probabilmente allo 0,8%); prima di Pasqua il provvedimento sui tagli Irpef ai redditi medio bassi (fra i 4,5 e i 5 miliardi le risorse dai tagli di spesa); a fine aprile i “fuochi d’artificio” con la riforma fiscale e la riforma della Pa. Incrociando le dita, e nella speranza che nel frattempo i senatori portino avanti la riforma delle riforme.

Pochissime le modifiche rispetto alla proposta presentata dallo stesso Matteo Renzi il 12 marzo scorso, al termine del Consiglio dei ministri della “svolta” illustrata a colpi di slide: a cambiare è quasi soltanto il nome. Invece di Assemblea delle autonomie il nuovo Senato – rigorosamente non elettivo e senza indennità come vuole il premier nonostante le polemiche delle ultime ore – si chiamerà Senato delle Autonomie. Nonostante le indiscrezioni degli ultimi giorni non è dunque stata accolta la richiesta dei governatori di “proporzionalizzare” la rappresentanza del nuovo Senato in base agli abitanti di ogni Regione. «Il Senato delle Autonomie – è scritto nel Ddl approvato ieri – è composto dai presidenti delle Giunte regionali, dai presidenti delle Province autonome di Trento e Bolzano, dai sindaci dei Comuni capoluoghi di Regione e di Provincia autonoma, nonché, per ciascuna Regione, da due membri eletti, con voto limitato, dal Consiglio regionale tra i propri componenti e da due sindaci eletti, con voto limitato, da un collegio elettorale costituito dai sindaci della Regione».
Numero fisso ed eguale per tutte le Regioni, dunque, anche se la ministra Maria Elena Boschi ha aperto a cambiamenti su questo punto: «Purché le Regioni siano d’accordo tra di loro, accordo che ancora non c’è, e purché il numero dei componenti del nuovo Senato resti lo stesso, ossia circa la metà dei senatori attuali». Per la precisione 148 membri (attualmente i senatori sono 315 elettivi e 5 a vita). Nei 148 rientrano anche i 21 senatori nominati dal Capo dello Stato tra i «cittadini che hanno illustrato la patria per altissimi meriti» e i senatori a vita che nella nuova versione traslocano dalla Camera al nuovo Senato. Né i 21 senatori nominati né i senatori a vita – in ogni caso – percepiranno indennità aggiuntive.
Quanto alle competenze del nuovo Senato, non sono state allargate come chiedevano anche i senatori del Pd a materie come leggi elettorali e diritti civili: ci sarà il bicameralismo perfetto solo per le modifiche costituzionali. Tutte le altre leggi saranno approvate dalla sola Camera dei deputati. Mentre per le materie che attengono ai rapporti tra Stato e Regioni e per la ratifica dei trattati Ue la Camera potrà comunque non conformarsi alle modifiche eventualmente apportate dal Senato delle Autonomie ma dovrà usare la procedura rafforzata dell’approvazione finale a maggioranza assoluta dei suoi componenti. Resta anche la cosiddetta “tagliola” già prevista dal testo del 12 marzo: il governo può chiedere alla Camera di deliberare che un Ddl sia iscritto con priorità all’ordine del giorno e sottoposto alla votazione finale entro 60 giorni dalla richiesta o entro un termine inferiore. Un modo per evitare l’eccessivo ricorso ai decreti, problema comune dei governi degli ultimi anni su cui spesso ha richiamato l’attenzione il Capo dello Stato Giorgio Napolitano. A compensazione della “tagliola”, come ha spiegato la stessa Boschi, una costituzionalizzazione dello stop ai decreti omnibus: «I decreti – è scritto nel testo – recano misure di immediata applicazione e di contenuto specifico, omogeneo e corrispondente al titolo».
