“Su 4 milioni il 30% manda avanti tutta l’amministrazione, mentre il 70% non fa nulla o quasi”. “Il problema della pubblica amministrazione non è tanto il fatto che si spende troppo, ma che si spende male e che non si offrono i servizi corrispondenti alla spesa che si sostiene. E’ questo il dramma»
«Ciò significa che le posizioni di rendita all’interno del pubblico impiego sono estremamente diffuse perché c’è un’organizzazione non basata sul merito e sulla responsabilizzazione, a partire dai dirigenti, con un 30% di persone che marciano e mandano avanti tutta l’amministrazione e l’altro 70% che non fa nulla o quasi dalla mattina alla sera. Se non si rompe questo meccanismo, l’unica alternativa sarebbe quella di cacciare via la gente». Lo ha dichiarato l’attuale Sottosegretario di Stato all’Economia, Gianfranco Polillo, durante l’ultima puntata di “KlausCondicio”, il salotto tv di Klaus Davi commentando la possibilità di un eventuale taglio dei quasi 4 milioni di dipendenti pubblici. “Quando ci sono i dipendenti che non lavorano – sottolinea Polillo – è perché i dirigenti non li fanno lavorare. Il prossimo governo dovrebbe quindi fare delle leggi sulla licenziabilità dei manager statali che non lavorano oppure si potrebbe introdurre la mobilità e trasferirli in settori scoperti dove servirebbero di più, come la lotta all’evasione fiscale. Portando infatti delle persone in eccedenza nei comparti dove manca personale, si otterrebbe che quegli stessi dirigenti che prima facevano poco, possano rendere il loro servizio altrove”. “Inoltre – conclude il Sottosegretario – dobbiamo introdurre le leggi di diritto privato nella pubblica amministrazione. Questa distinzione tra il pubblico e il privato non regge più. Sussiste anche una violazione di diritto costituzionale poiché uno ha un contratto privilegiato e l’altro no. Non è pensabile una cosa del genere”.
