Giù le Borse. Piazza Affari cede il 2,4% con le banche. Padoan: sì a un Fondo monetario europeo. Nel 2016 il maxi-debito, principale problema dei conti pubblici italiani, non dovrebbe iniziare a scendere come annunciato dal governo.
Secondo le Previsioni di Primavera della Commissione europea resterà al picco del 132,7% raggiunto nel 2015 e il contenimento slitta al 2017. Sostanzialmente condivise invece le previsioni 2016 del ministero dell’Economia sulla crescita e sul deficit. L’aumento del Pil è stato rivisto al ribasso all’1,1% (dall’1,4% delle Previsioni d’Inverno e indietro rispetto alla media dell’1,6% della zona euro). Il deficit è stimato al 2,4%
Il commissario Ue per gli Affari economici, il francese Pierre Moscovici, ha rinviato al 18 maggio prossimo la decisione su una eventuale procedura o raccomandazione all’Italia, anticipando una valutazione «intelligente» dei fattori rilevanti, che hanno portato il governo Renzi a chiedere a Bruxelles più flessibilità. Ma le Previsioni della Commissione, che evidenziano anche i crediti deteriorati del sistema bancario, non sembrano aver avuto un buon effetto sui mercati. Con le principali Borse europee in negativo, Milano è scesa del 2,4% appesantita dalle banche, che detengono una ingente parte del maxi-debito pubblico (Mps -7,5%, Banco Popolare -7,1%, Carige -8%, Ubi -5,1%, Unicredit -4,6%, Bper -4,3%, Mediobanca -3,8%, Popolare Milano -3,5%, Intesa -2,3%).
Per la Commissione europea in Italia la ripresa è moderata. Ha beneficiato di «fattori esterni», tra cui l’euro debole, la riduzione dei prezzi del petrolio e la politica monetaria con bassissimi tassi d’interesse, liquidità quasi illimitata e acquisti di titoli di Stato della Bce di Mario Draghi. Appare condizionata da «rischi al ribasso» a causa del «rallentamento della domanda mondiale» e la «persistente incertezza che frena gli investimenti». Le esportazioni vengono previste in aumento lento rispetto al 2015 e la domanda interna diventerebbe un traino maggiore. L’eurozona ha simili carenze di investimenti.
L’occupazione italiana è prevista in aumento, ma più in termini di ore lavorate che come dato generale degli occupati, mentre la disoccupazione resta alta e in discesa solo graduale all’11,4% nel 2016 (dall’11,9% del 2015). Moscovici ha detto di aver incontrato «oltre dieci volte dalla fine dell’anno scorso» il ministro dell’Economia Pier Carlo Padoan, che chiede più flessibilità per «promuovere l’evoluzione delle regole perché siano sempre più efficaci» per dare «risposte ai cittadini in termini di benessere e di lavoro». L’ala filo-Berlino della Commissione, che fa capo al vicepresidente lettone Valdis Dombrovskis, ha espresso più volte preoccupazioni per il maxi-debito italiano, che dovrebbe scendere fino al 60% del Pil entro 20 anni, per il mancato aggiustamento strutturale del bilancio e per l’ulteriore rinvio di un anno del pareggio. Oltre all’Italia, anche Francia, Spagna e Portogallo rischiano di non rispettare gli obiettivi concordati con i ministri finanziari dell’Eurogruppo.
