Su una sponda del Canal Grande si chiude un’agenzia. Sull’altra si medita di aprirne altre due. Accade in Regione, dove mentre il consiglio approva all’unanimità l’eliminazione dell’Arss, l’Agenzia socio sanitaria in odore di soppressione dall’inizio della legislatura, l’assessore alla Mobilità Renato Chisso propone in giunta la nascita di due nuovi enti, dedicati al trasporto ferroviario ed a quello su gomma.
Quanto all’Arss, c’è poco da dire: nata nel 2001 con compiti di analisi dell’efficienza delle prestazioni delle Usl, l’agenzia era stata inserita fin dal 2010 nell’elenco degli enti da «razionalizzare» perché «inutili». Il segretario della Sanità Domenico Mantoan aveva tentato nei mesi corsi di restituirle un senso, affidandole il compito di supervisionare l’applicazione della spending review e del nuovo piano socio sanitario (mossa vanificata dalla creazione, poco tempo dopo, della celeberrima «cabina di regia» in Sanità, con identico ruolo), quindi il presidente della V commissione, Leonardo Padrin, ne ha proposto la sopravvivenza nella forma, ma il totale svuotamento nella sostanza (avrebbe dovuto lavorare su singoli progetti con personale in distacco dalla Regione e dalle Usl), fino a che ieri l’aula ha deciso di non prolungarne oltre l’agonia, consegnandone il ricordo alla storia. «Risparmieremo 2,5 milioni di euro all’anno» ha spiegato Padrin, mentre in corridoio i consiglieri concordavano sul fatto che l’Agenzia fosse ormai ridotta a «null’altro che un centro di produzione di consulenze esterne».
Per un’agenzia che muore, però, ecco che presto potrebbero spuntarne altre due. Sulla scia di quanto fatto dalla Lombardia e dall’Emilia Romagna, infatti, l’assessore alla Mobilità Renato Chisso ha dato mandato a Sistemi Territoriali, la longa manus di Palazzo Balbi in campo ferroviario, di mettere a punto il disegno di legge costitutivo ed il business plan di due nuove agenzie, dedicate l’una al trasporto su binario, l’altra a quello su gomma, con l’obiettivo di migliorare la gestione finanziaria dei fondi a disposizione dei due settori, in costante diminuzione a causa dei tagli ai trasferimenti dello Stato. Sistemi Territoriali ha già predisposto un primo studio di fattibilità, concludendo che la creazione dei due nuovi enti potrebbe rivelarsi «particolarmente vantaggiosa», quanto all’ambito ferroviario perché permetterebbe di rispettare le leggi nazionali che chiedono di separare la gestione delle reti da quella dei servizi, quanto all’ambito bus, invece, perché aiuterebbe a superare l’attuale divisione tra servizi urbani ed extraurbani, integrando servizi, reti e orari.
Sempre in tema di consiglio, tornando alla sanità, si segnalano gli altri punti del provvedimento omnibus approvato ieri, dal via libera obbligatorio della V commissione per la costituzione di società da parte delle Usl (le nomine nei cda spetteranno invece alla giunta) alla trasparenza dei bilanci delle Ipab, dal finanziamento dei progetti di sicurezza con le multe degli Spisal ai tetti nell’applicazione della spending sui Ceod e le comunità residenziali, per arrivare all’azzeramento dei tempi di tumulazione delle celebrità sepolte nelle chiese. Quanto alla lunga e travagliata vicenda delle schede ospedaliere, che dovranno dire quali strutture tagliare, quali tenere e quali convertire, infine, si annunciano nuovi ritardi. I capigruppo hanno infatti deciso di non discutere gli emendamenti risolutori proposti da Padrin, per rispedire tutto in commissione, dove giovedì verrà discussa una leggina ad hoc che riporta la nomina del segretario generale della Sanità in capo alla giunta ed elimina il parere vincolante della commissione sulle nuove schede, con ciò arrivando sostanzialmente alle conclusioni auspicate dall’assessore alla Sanità Luca Coletto ed eliminando le presunte illegittimità che hanno portato all’impugnazione del piano socio sanitario da parte del governo. Padrin, che aveva a lungo difeso l’impianto originario, si dice però ugualmente vincitore: «Il governo stabilirà con un regolamento cos’è programmazione, e spetta al consiglio, e cos’è esecuzione, e spetta alla giunta. Vedrete, alla fine sarà l’aula a decidere dove, come e quando tagliare gli ospedali».

E arriva una legge che cambierà le regole su nomina del direttore generale e dotazioni degli ospedali. Passa il decreto “omnibus” in mezzo a una bagarre da cui spunta l’addio pure all’Agenzia regionale che sfornava i dati
Eliminata a sorpresa l’Arss, l’Agenzia regionale socio-sanitaria che era stata in questi anni quella che aveva sfornato tutti i dati sulla sanità veneta, a cominciare da quel “libro bianco” che aveva evidenziato per il Veneto l’eredità di 1,3 miliardi di euro rimasti scoperti (o “sterilizzati”) nei conti regionali. Tutti rinviati gli emendamenti che dovevano risolvere lo scontro tra Consiglio regionale e Stato sul nuovo Piano socio-sanitario. Bagarre su una norma che riguardava gli anziani non autosufficienti ma rischiava di chiamare in causa anche i disabili. Scontro su un emendamento dell´ultimo minuto a favore delle Comunità montane. È stata una giornata molto calda, per il Consiglio regionale, che ha comunque alla fine approvato il cosiddetto decreto “omnibus” con nuove norme in campo sanitario e sociale, anche per le Ipab, e ha avviato – si riprende stamattina – l’esame dell’assestamento finale del bilancio di quest’anno della Regione.
SANITÀ. Il colpo a sorpresa, come detto, è l’eliminazione dell’Arss. La proposta della maggioranza Pdl-Lega era di darle una svolta assegnando a questa agenzia solo personale “prestato” dalle Ulss e da altri enti, ma dopo un confronto in aula è stato accettato l’emendamento di Diego Bottacin per l’abolizione. Entro sei mesi tutto il personale dell’Arss dovrà essere riassorbito dalle Ulss e dallo Iov. Ma nella pausa pranzo era maturata anche l’altra grande sorpresa: il relatore Leonardo Padrin (Pdl) ha ritirato tutti gli emendamenti relativi al Piano socio-sanitario, quelli che nelle previsioni avrebbero dovuto anche evitare lo scontro con il Governo davanti alla Corte costituzionale. Il Pd (Claudio Sinigaglia) aveva annunciato battaglia perché si rischiava di far sparire dal Piano le “schede territoriali” che definiranno l’esatta dotazione del territorio di ogni Ulss. E i giornali ieri avevano narrato di tensioni Pdl-Lega. Alla fine i capigruppo hanno concordato, conferma Federico Caner (Lega), che ci sarà una legge apposita di modifica del Piano socio sanitario. «Ho già depositato la proposta di legge ed è già stata assegnata alla commissione “Sanità”», spiega Padrin che ne è presidente. Tra le novità ormai concordate, sempre in ottica anti-scontro con la Corte, quella per cui il direttore generale della sanità sarà proposto dal presidente e dovrà avere il parere della Giunta (non più dal Consiglio). Sarà scritto anche «che il Consiglio si occuperà della programmazione sanitaria, come definita dalle leggi statali, e la Giunta di gestione». Traducibile così: sulla sorte dei singoli ospedali decide il Consiglio, sui singoli reparti e i posti letto di un ospedale (appunto, le “schede”) tocca alla Giunta.
SOCIALE. Scontro duro in aula su un emendamento voluto dall’assessore Remo Sernagiotto per mettere ordine rispetto alle rette da far pagare agli anziani non autosufficienti ospiti di case di riposo e alla determinazione del loro patrimonio. Il rischio, denunciato dal Pd (Stefano Fracasso), era che si finisse col coinvolgere nella novità “paga-retta” anche i disabili, e alla fine un voto a schieramenti mescolati del Consiglio ha visto per 25 voti a 24 prevalere lo “stop”: se ne riparlerà in commissione. Sernagiotto peraltro ha confermato che lui intende presentare una legge per chiedere un contributo, in base a reddito, a chi frequenta i Ceod.
COMUNITÀ MONTANE. Sceneggiata finale con un emendamento targato Pdl che mirava a dare proroghe in tema di Comunità montane, ma che è stato ritirato dopo l’alzata di scudi di molte forze politiche secondo cui «non c’entra nulla con la legge che stiamo approvando».
