Un anno prima dell’entrata in vigore della legge 92/2012, la riforma Fornero del mercato del lavoro, di cui si sono a lungo contestati gli effetti di “chiusura” a nuove assunzioni dopo la stretta sulla flessibilità in entrata, la domanda di lavoro si rivelava già in calo.
Nel 2011 su 100 persone in cerca di lavoro solo 8 ha ricevuto una proposta lavorativa negli ultimi 30 giorni prima della rilevazione (nel 2008 era il 14%) e tra questi il 44% l’ha accettata (nel 2008 era il 40%). Le motivazioni fornite da chi ha rifiutato l’offerta ricevuta sono legate innanzitutto a proposte di lavoro «non in linea o inadeguate» alle proprie aspettative (23%) o con una retribuzione non soddisfacente (20%). Sono queste le evidenze più significative che emergono dai dati dell’indagine Isfol-Plus 2011 presentati oggi a Roma.
Difficile incontro tra domanda e offerta
L’indagine ha confermato che chi ha un’istruzione più elevata tende ad avere più occasioni lavorative mentre il basso reddito disponibile alza la soglia di accettazione del posto di lavoro offerto. In particolare il 43% ritiene eccessiva la propria formazione rispetto alle proposte di lavoro, il 40% dice di non avere adeguata esperienza, il 34% si ritiene penalizzato dall’età. Alla domanda “Qual è il motivo per cui non lavora?” il 34% risponde che c’è carenza di opportunità di lavoro. Ancora rilevanti sono anche le motivazioni di cura della famiglia (22%). Quanto alle cause della perdita di una precedente occupazione prevalgono quelle riferibili a questioni non personali (esogene) ed in particolare alla scadenza di contratti temporanei (16%).
La famiglia batte i Centri per l’impiego
Tra i canali di ricerca del lavoro si conferma il livello particolarmente elevato dell’intermediazione informale, in particolare tramite amici, parenti, conoscenti (32%). L’incidenza dell’informale aumenta tra i più giovani e diminuisce tra i più istruiti. Alto è anche il ricorso all’autocandidatura (17%) e all’avvio di una attività autonoma (11%), strategie di attivazione caratterizzate da una forte iniziativa individuale, sovente richiedenti network sociali o background familiari consistenti per poter espletarsi. Il dato relativo ai Centri per l’impiego non supera il 4% nell’intermediazione diretta, ma nel 26% dei casi rappresenta uno dei passaggi necessari per trovare lavoro.
Flessibilità senza sbocchi
L’analisi longitudinale offerta dall’Isfol sulla flessibilità contrattuale mostra che solo il 32% dei lavoratori atipici del 2010 ha, dopo 12 mesi, ottenuto un’occupazione standard, mentre il 42% è ancora atipico e il 25% non è più occupato. Gli effetti della crisi, in un contesto pre-riforma Fornero, si sono fatti sentire anche sul “posto fisso”: le persone che hanno perso una occupazione stabile sono state nel periodo 2010-2011 circa 2,2 milioni, mentre quelle che hanno visto stabilizzata la loro occupazione sono quasi 2 milioni: la metà erano già occupati ma atipici mentre gli altri provengono dalla disoccupazione o dall’inattività. «Tra i giovani gli esiti positivi, intesi come trasformazioni da occupazioni atipiche in standard, sono inferiori al dato medio e la permanenza nella condizione atipica è superiore» fanno notare gli analisti dell’Isfol. Mentre i laureati hanno invece esiti superiori al dato medio sia nelle trasformazioni che nelle permanenze, quindi restano nel mondo del lavoro di più e meglio rispetto al dato medio. Le donne, infine, hanno esiti positivi inferiori alla media ma permanenze superiori, mentre nel Mezzogiorno tutti i parametri sono peggiori rispetto alle medie nazionali.
