Sostanzialmente quasi una pensione su tre risulta ancora oggi con un “innesco” anticipato (i trattamenti di vecchiaia si fermano a quota 24,5% e quelli per superstiti al 20,5%) con una ricaduta sull’età media di pensionamento. Che, come ha rilevato la Corte dei conti nel rapporto 2020 sul coordinamento della finanza pubblica, per effetto della riforma Fornero tra il 2011 e il 2018 (anno precedente al decollo di Quota 100), in termini di decorrenza, è lievitata da 61,1 ai 63,7 anni, con un incremento di 2,6 anni. E, sempre grazie alla “Fornero”, nello stesso periodo per i soli trattamenti d’anzianità anche in questo caso del settore privato si è passati da 58,8 (58,6 per il Fondo pensione lavoratori dipendenti) a 61 anni (60,7 al Fpld). Ma dal 2019, con l’avvento della era triennale di Quota 100, l’asticella è tornata a salire a una andatura molto più lenta malgrado l’innalzamento del requisito di vecchiaia da 66 anni e sette mesi a 67 anni. Dall’ultimo monitoraggio dei flussi pensionistici Inps emerge che l’età media dei trattamenti anticipati con “decorrenza” 2020 per il solo Fondo lavoratori dipendenti è stata di 61,4 anni, ed è poi scesa a 61,2 anni nei primi sei mesi di quest’anno (sempre per il Fpld).
Tornando al quadro generale, sul versante più assistenziale le prestazioni Inps agli invalidi civili rappresentano il 15,3% del totale e quelle di invalidità previdenziale e “sociali” rispettivamente il 5 e il 3,9%. E quello della separazione delle voci assistenziali da quelle più strettamente pensionistiche è uno dei temi al centro del confronto. Nel 2020 l’Inps ha ufficialmente erogato attraverso le gestioni private e pubbliche pensioni per oltre 269 miliardi. Tra gli altri trattamenti liquidati dall’ente compaiono 31,6 miliardi riconducibili ad assegni e pensioni sociali, invalidità civili, reddito e pensione di cittadinanza e reddito d’emergenza. Tutti dati su cui si confronteranno i protagonisti del tavolo sulla previdenza guardando anche all’evoluzione della spesa.
Tra il 2001 e il 2020 mediamente l’Inps ha liquidato complessivamente oltre 500mila pensioni l’anno, scendendo a quota 400 mila soltanto nel 2013 e nel 2014 subito dopo la piena entrata in vigore della riforma Fornero che in quella fase ha prodotto una significativa riduzione degli assegni anticipati e di vecchiaia, come ricorda il ventesimo Rapporto annuale dell’ente previdenziale. Ma negli ultimi anni le “deroghe” approvate dal Parlamento quasi sempre su indicazione dei governi che si sono succeduti a Palazzo Chigi hanno fatto riprendere velocità alle uscite anticipate. Che nel 2019, con la spinta di Quota 100, sono aumentate, sotto forma di trattamenti Inps liquidati, del 39% per i lavoratori e del 31% per le lavoratrici rispetto all’anno precedente. E anche nel 2020 degli 1,4 milioni di nuovi trattamenti previdenziali e assistenziali erogati dall’Istituto presieduto da Tridico, circa il 24,5% è stato assorbito da pensioni di anzianità o anticipate.
