Abolire la Tasi sulla prima casa. Ma proprio a tutti, abitazioni modeste e magioni di lusso? L’annuncio di Renzi, un mese fa, durante l’assemblea del Pd all’Expo, comincia a mostrare le prime crepe. Non solo nel partito del premier, ma anche nella compagine di governo, seppur per motivi diversi. L’operazione costa quasi 4 miliardi e mezzo, compresa l’abolizione dell’Imu agricola e di quella sugli impianti imbullonati.
In molti si chiedono ora se sia equo e se ne valga la pena, vista la difficoltà nel reperire coperture strutturali, indispensabili a compensare i Comuni. La minoranza del partito è apertamente contraria. Ma dubbi si affacciano anche nelle stanze del ministero dell’Economia.
Roberto Speranza, minoranza pd, nella sua “controproposta sulle tasse” di Ferragosto vorrebbe una franchigia molto alta, modello Prodi 2007, «in modo da esentare la grandissima parte degli immobili e prevedere una leggera progressione per i patrimoni immobiliari veramente consistenti». Suggerisce pure di rendere detraibile il mutuo per le famiglie dall’imponibile e deducibile il prelievo per le imprese. Lorenza Bonaccorsi, segreteria nazionale Pd, gli oppone il muro renziano delle cifre: «I 76 mila immobili di lusso accatastati A1, A8 e A9 che pagano ancora la vecchia Imu sulla prima casa valgono appena 90 milioni di euro di gettito sui 3,5 miliardi complessivi della Tasi». Enrico Zanetti, sottosegretario all’Economia (Scelta Civica), è però contrario all’abolizione erga omnes. E non tanto per ragioni di equità fiscale. «Se riduciamo il gettito Tasi a 2,2 miliardi invece di azzerarlo, con il miliardo e duecento milioni che risparmiamo possiamo rendere deducibile al 100% l’Imu degli immobili strumentali dal reddito di impresa, oggi lo è al 20%. Oltre ad azzerare la Tasi sulla prima casa per il 50% delle famiglie e a ridurla a qualche decina di euro per un altro 25% ». «Al momento non abbiamo previsto differenze», ammette Enrico Morando, viceministro pd dell’Economia. «Ma a quelli che polemizzano ricordo che stiamo parlando di un taglio di 4 miliardi su 40», il totale della rivoluzione fiscale di Renzi in quattro anni. «Rispetteremo gli impegni annunciati dal premier », si allinea Pier Paolo Baretta, sottosegretario pd all’Economia. «E non vedo rischi con Bruxelles», che però potrebbe ritenere la misura né prioritaria né in grado di rilanciare l’economia. «L’abolizione della tassa sulla prima casa non ha mai avuto un effetto significativo sui bilanci familiari né sulle compravendite», osserva Luca Dondi, responsabile settore immobiliare di Nomisma. «Meglio destinare i 3,5 miliardi della Tasi a misure con maggiore potenziale. Ma se si deve abolire, allora lo si faccia per tutti, visto che è quasi impossibile trovare una quadratura in termini di equità ». Il punto è il catasto vetusto con rendite che non fotografano la realtà. Ma la riforma è stata rimandata. E nulla fa supporre che arrivi in autunno. Così come la local tax, la tassa unica locale, annunciata e per ora accantonata.
Infine, i Comuni. La Tasi è fonte primaria di gettito. Come tamponare la falla? «Una soluzione è lasciare tutta la Tasi e l’Imu ai Comuni», suggerisce Piero Fassino, presidente Anci. Oggi metà dell’Imu sulle seconde case e quella sui capannoni, hotel, negozi va allo Stato. L’altra soluzione sarebbe l’allentamento del patto di stabilità interno. Infine, maggiori trasferimenti dal centro alla periferia. Ma qui i soldi vanno trovati sul serio.
