Matteo Renzi ha detto che quel testo non si tocca. Ma nel Pd è già partito il confronto sotterraneo per limare il decreto legge sui contratti a termine e l’apprendistato, primo capitolo del Jobs act, che oggi riprende il suo cammino dalla commissione Lavoro della Camera.
«Così com’è il testo non mi convince» dice il pd Carlo Dell’Aringa, l’ex sottosegretario al Lavoro del governo Letta che ha il compito di relatore, cioè di guida del dibattito per le possibili modifiche. Non è il solo a pensarla così. A guidare quella commissione è l’ex ministro Cesare Damiano, sempre pd, che annuncia modifiche contro un sistema basato sul «lavoro usa e getta a basso costo». Insomma, i renziani rischiano di finire in minoranza nel partito. E per approvare il decreto potrebbe servire l’appoggio di Forza Italia.
Una partita politica che va al di là delle regole sul lavoro. Ma per capirne schemi e tattiche bisogna partire dal motivo del contendere. Il decreto fa una bella iniezione di flessibilità ai contratti a termine: porta da uno a tre anni la durata massima di quelli senza causale, per definizione i più flessibili. E alza da uno a otto il numero delle possibili proroghe, cioè i rinnovi senza interruzione. La minoranza del Pd, a partire da Stefano Fassina, dice che così si distrugge il lavoro a tempo indeterminato, che invece di rilanciare l’economia si finisce per affossarla. E chiede di fare marcia indietro: durata massima due anni e non più di tre proroghe. «Sono due posizioni estreme — dice Dell’Aringa — e la soluzione andrà trovata a metà strada». A metà strada dove? «È ancora presto per dirlo, io per ora emendamenti non ne presento».
Al momento la minoranza del Pd si muove in ordine sparso. C’è chi considera accettabile un tetto di due anni con sei proroghe, a patto di alcuni correttivi anche sull’apprendistato, come il ripristino dell’obbligo di assunzione di una parte degli apprendisti prima di poterne assumere di nuovi. Ma c’è anche chi si accontenterebbe del semplice tetto di due anni, che pure sembrava il cuore dell’accordo informale raggiunto la sera prima del Consiglio dei ministri che ha approvato il decreto. Una sintesi ancora non c’è, questa sarà la settimana degli ultimatum e (forse) delle concessioni. Ma qualcosa si muove. «A patto di mantenere l’impianto complessivo, sui dettagli si può ragionare», dice Davide Faraone, responsabile welfare nella segretaria del partito e perno dei renziani nella commissione Lavoro della Camera. Un’apertura prudente ma pur sempre un’apertura. Un modo per evitare che il partito si spacchi tra favorevoli e contrari, rendendo necessario l’esplicito sostegno di Forza Italia? «Vedrete — risponde lui — non ci sarà bisogno di andare a caccia di voti alternativi. Il Pd discuterà al suo interno ma poi voterà unito».
Il Nuovo Centrodestra non ha dubbi: «Per noi — dice l’ex ministro del Lavoro Maurizio Sacconi — il testo rimane quello al 100%. Probabilmente non presenteremo nemmeno emendamenti». Forza Italia, invece, si gode lo spettacolo. «Il decreto Poletti, anzi il decreto Poletti-Berlusconi, visto che è in linea con le politiche dei governi di centrodestra, lo voteremo sicuramente», garantisce il capogruppo Renato Brunetta, che siede proprio nella commissione Lavoro di Montecitorio. Anche se i vostri voti fossero decisivi per salvare il primo vero provvedimento del governo Renzi? «Non è una scelta tattica ma di merito. Dopodiché se il Pd si spacca sono problemi loro. Non siamo mica la Croce Rossa di nessuno». Stavolta i pop corn per assistere al match deve averli comprati lui.
