Finalmente dopo tanto batti e ribatti il presidente del Consiglio, il ministro del Lavoro ed il presidente dell’Inps hanno parlato in modo inequivoco del tema della flessibilità», esclama il presidente della Commissione lavoro della Camera, Cesare Damiano. Solo a Montecitorio da un anno a questa parte sono almeno una dozzina le proposte di legge che cercano di affrontare la questione. La proposta «madre», quella destinata a fare da testo base, porta la firma dell’ex ministro del Lavoro e di Pierpaolo Baretta, attuale sottosegretario all’Economia. La formula è semplice: requisito minimo 35 anni di contributi ed un assegno pari ad almeno 1,5 volte quello sociale. Quindi per ogni anno di anticipo rispetto ai 66 anni di età pensionabile si perde un 2% sino ad arrivare ad un taglio dell’ 8% per chi va in pensione a 62 con 35 anni di contributi. Se si anno più anni di contributi (vedere tabella sopra) la penalizzazione è più leggera.
Chi resta di più al lavoro guadagna invece 2 punti percentuali ogni anno lavorato sino a toccare un bonus dell’8% per chi arriva 70 anni. In alternativa, sia uomini che donne, possono andare in pensione dopo aver maturato 41 anni di anzianità contributiva a prescindere dall’età anagrafica e senza alcuna penalizzazione.
Per il presidente dell’Inps Tito Boeri una proposta del genere avrebbe costi enormi, nell’ordine dei 10 miliardi. Cifra che Damiano contesta: «A Boeri rivolgo la stessa accusa che lui rivolge alla Camusso quando sostiene che parlare di un taglio del 35% serve solo ad ammazzare la sua proposta. Allo stesso modo io dico che sparare la cifra di 10 miliardi serve solo per ammazzare la mia». A suo parere, infatti, come prima cosa non bisognerebbe prendere a riferimento come al solito alla platea potenziale ma solamente quella reale, che di solito è più ridotta. «Perchè non è che appena viene approvata la legge vanno tutti in pensione a 62 anni». Poi occorre considerare che questa platea di persone che non ha più reddito, perchè ha perso il lavoro e non ha ancora i requisiti della pensione, fino ad oggi è stata sostenuta con la cassa in deroga spendendo miliardi. E quindi diminuirebbe pure il numero dei poveri potenziali che altrimenti andrebbero assistiti. Senza contare poi che «mandando in pensione i padri forse riusciremmo a liberare qualche posto di lavoro per i figli».
Superare il nodo esodati
Il meccanismo di flessibilità risolverebbe poi per sempre anche il problema degli esodati, mettendo fine al balletto delle salvaguardie (le prime sei ci sono già costate ben 11,6 miliardi di euro). Inoltre è sempre possibile studiare una misura che preveda anche un contributo dei datori di lavoro, oltre che del lavoratore e dello Stato. «La mia – precisa Damiano – è una proposta di base ed il 2% può diventare il 2,5 e l’8% diventa 10 in quattro anni: discutiamone». Quanto alle coperture. che il testo del progetto di legge a dire il vero non indica, il presidente della Commissione lavoro spiega che «prima si individua una soluzione, se poi questa viene condivisa si vede tutto il resto».
Correggere la Fornero
Quanto all’accusa di voler smontare la riforma Fornero, Damiano sostiene che non è certo questo il suo obiettivo: «Si tratta semplicemente di correggere una riforma che ha avuto un difetto fondamentale: quello di non prevedere alcuna gradualità nel passaggio dal vecchio al nuovo sistema. Cosa che la stessa Fornero ha ammesso di recente. La nostra è una proposta di assoluto buon senso, anche negoziabile. Come dice la Boschi: a patto di non mettere in discussione l’impianto si posso fare tutte le correzioni che servono».
