LA PLATEA Tra quest’anno e lo scorso sono circa 2.700 gli enti che hanno alzato il conto rispetto a quello fissato dai parametri standard
Dieci milioni di case, sparse nei 2.700 Comuni che hanno aumentato l’aliquota Imu sull’abitazione principale nel 2012 o il 2013, dovrebbero essere chiamate alla cassa per pagare la quota di imposta che non riesce a essere coperta dai rimborsi statali ai sindaci: la somma da versare, entro il 16 gennaio prossimo, si attesterebbe al 40% della differenza fra l’Imu effettiva prodotta dalle delibere comunali e quella generata dall’aliquota standard. Insomma, gli importi non dovrebbero essere eclatanti, ma considerando che sono 12-13 milioni le abitazioni principali interessate dall’Imu (5 milioni sono sempre state esenti grazie alla detrazione standard) si scopre che l’Imu 2013, anche se semi-abolita, continuerà ad accompagnare la maggioranza dei proprietari. Anche perché fra quest’anno e il 2012 le aliquote locali si sono alzate praticamente in tutte le grandi città, da Milano a Torino, da Genova a Bologna, da Napoli a Roma.
Dovrebbe concludersi così il pasticcio nato dalla tormentata vicenda che ha accompagnato l’Imu sull’abitazione principale per buona parte dell’anno, e che si è tradotta in un «superamento» progressivo senza che il Governo bloccasse la possibilità per i sindaci di aumentare un’aliquota su un’imposta in via di abolizione. In questo vuoto si sono infilati i sindaci che hanno aumentato il conto sull’abitazione per far quadrare bilanci in difficoltà, e quelli che in modo più strumentale hanno pensato di poter alzare l’aliquota per ottenere più rimborsi statali, e quindi caricare sui bilanci centrali una quota della loro spesa locale. L’elenco, soprattutto di questi ultimi, paradossalmente può allungarsi anche in queste ore, perché le aliquote sono ancora “libere” e i nuovi parametri possono essere decisi fino a domani e pubblicati entro il 9 dicembre.
Solo a quella data, in base alle regole in vigore, si potrà fissare la lista definitiva dei Comuni con le aliquote al rialzo.
L’aumento di aliquote ha fatto ovviamente crescere il conto dell’imposta, e le coperture su cui il Governo lavora non sono sufficienti a coprire tutto. Solo a Milano, per esempio, il passaggio dell’Imu sull’abitazione principale dal 4 al 6 per mille vale circa 110 milioni, a Brescia la stessa mossa costa una decina di milioni, 12,5 sono i milioni in ballo a Bologna, passata dal 4 al 5 per mille come Verona dove la misura vale circa 8 milioni.
I soldi per tutti non ci sono, perché tra le compensazioni di agosto (2,37 miliardi), i 2,15 miliardi annunciati in conferenza stampa dal ministro dell’Economia Fabrizio Saccomanni e il ritorno nel raggio d’azione dell’imposta dei terreni incolti (da verificare nella sua effettiva traduzione pratica quando il decreto troverà un testo definitivo) si arriva a 4,7 miliardi, cioè intorno ai 350 milioni meno della bisogna.
L’ipotesi principe (anticipata dal Sole 24 Ore nei giorni scorsi) è quindi quella di mettere a carico dei contribuenti una quota (dovrebbe essere 40%) del gettito Imu che rimarrebbe scoperto dalle compensazioni statali a causa degli aumenti locali. L’applicazione di questo meccanismo nei soli Comuni che hanno aumentato nel 2013 separerebbe per esempio la sorte dei milanesi, dove l’imposta è cresciuta quest’anno, da quella dei torinesi, dove è salita l’anno scorso, per cui c’è la possibilità che la copertura proporzionale riguardi tutti i casi in cui il parametro locale è sopra lo standard del 4 per mille.
In ogni caso, il versamento della quota scoperta dovrebbe essere fissato per il 16 gennaio, quando secondo la legge di stabilità scadrebbe la prima rata della Iuc, il nuovo tributo che ingloba Imu (non sulle abitazioni principali), Tasi (tributo sui servizi locali) e Tari (rifiuti)
