Sanità, sul taglio dei primari è guerra tra il presidente della Regione, Nicola Zingaretti, e i sindacati dei medici. Questi ultimi accusano: «Decisioni sbagliate, imposte dall’alto». Ma il governatore replica: «Abbiamo situazioni indifendibili: a Roma c’è un ospedale con 17 posti letto e 16 primari».
Tutto è successo nella settimana che si sta concludendo. Zingaretti, commissario per la sanità, ha firmato le linee guida che devono essere applicate dai direttori generali delle asl e degli ospedali che, in sintesi, dovranno tagliare da 1.123 a 772 le Unità operative complesse (i reparti e dunque i primari) e da 1.771 a 946 le Unità operative semplici. L’altro giorno sedici sigle sindacali – praticamente tutte quelle che rappresentano i medici – hanno inviato una lettera di fuoco in cui contestano nel merito e nel metodo queste scelte, perché la Regione ha imposto dall’alto questa decisione senza consultarli.
I sedici sindacati hanno anche scritto forse l’accusa più velenosa a Zingaretti: «Ha lo stile della Polverini». Altra cosa da sapere: in questo caso non si sta parlando di tagli di posti letto, ma di riorganizzazione dei reparti che porterà, dunque a una riduzione di quasi il 40 per cento dei posti da primario. Oggi c’è stato l’ultimo atto: Nicola Zingaretti ha messo da parte il suo stile prudente e ha risposto in modo molto duro ai medici. In pratica dice: negli ultimi anni nel Lazio sono stati tagliati 5.000 posti letto, ma i posti da primario sono rimasti invariati arrivando a delle situazioni paradossali. Questo non ha senso, secondo il governatore.
Dice Zingaretti: «Non c’è alcuna idea di imporre alcunché a nessuno, ma solo quella di portare a compimento un cambiamento ineludibile, necessario e non rinviabile». Ancora: «Serve però evitare nominalismi e rigidità perché non aiutano il necessario dialogo. Occorre sapere che gli atti aziendali in vigore risalgono al 2008 e questo vuole dire che l’articolazione del sistema non si è adeguata in questi anni ai radicali cambiamenti avvenuti. Negli ultimi cinque anni sono stati tagliati oltre 5000 posti letto, soppressi decine di reparti, chiusi e depotenziati decine di ospedali, ma la struttura dirigenziale è rimasta la stessa. Il risultato è che oggi abbiamo un ospedale con 17 posti letto e 16 primari, cioè un primario per posto letto».
Il riferimento è all’ospedale odontoiatrico Eastman di via Regine Elena. Aggiunge Zingaretti: «Ci sono anche direttori per i servizi di telefonia, ospedali con 2 o 3 reparti di chirurgia, doppioni di uffici tecnici, uno per progettare nuove opere e uno per la manutenzione, oppure direttori che hanno la responsabilità di gestire il personale interno e un altro per gestire quello in convenzione». Lunedì ci sarà un incontro tra i sedici sindacati ribelli e la cabina di regia della sanità sulla sanità. Si cerca una tregua.
