Accusa di truffa, per due dirigenti ipotizzato anche l’omesso controllo. La Regione s’è costituita parte civile ieri nella prima udienza preliminare riguardante 77 suoi impiegati della sede polesana accusati di truffa per assenteismo sul posto di lavoro. Per due di questi, entrambi dirigenti, inoltre, è stata ampliata l’imputazione visto che sono stati accusati anche di omesso controllo.
Ieri mattina davanti al giudice per le udienze preliminari s’è discusso anche delle accuse. Uno degli avvocati difensori, Luigi Migliorini, ha obiettato che l’imputazione formulata dal pubblico ministero Sabrina Duò non distinguesse abbastanza tra chi aveva usato il proprio «badge» personale in modo improprio, ad esempio non timbrando entrate e uscite e chi invece «copriva» altri colleghi strisciando il loro cartellino, permettendo loro di poter arrivare più tardi in ufficio. Il giudice ha accolto la richiesta del legale.
Ora ci sarà una nuova udienza il 14 marzo per riesaminare tutte queste posizioni. Inoltre, sempre ieri, un solo imputato ha chiesto di poter accedere al rito abbreviato. Secondo l’inchiesta, partita a inizio 2010 con un circostanziato esposto da parte di un impiegato, i dipendenti pubblici per diversi mesi avrebbero timbrato regolarmente i loro cartellini. Salvo poi uscire dalle rispettive sedi anche per diverse ore. Questo per fare la spesa oppure per svolgere impegni privati, sempre durante l’orario di lavoro.
La conseguenza più diretta e immediata di questo, secondo l’impostazione della Procura, si era vista nei tempi di smaltimento delle pratiche burocratiche di competenza degli uffici rodigini della Regione. Ovvero Genio civile in larghissima parte, più l’Ispettorato dell’agricoltura e l’Urp (Ufficio relazioni col pubblico). L’attesa degli utenti nell’ottenere una risposta si sarebbe dilatata a dismisura.
Innumerevole il materiale raccolto dalle Fiamme Gialle rodigine dirette dal comandante Roberto di Tullio nel corso delle indagini: perquisizioni negli uffici del personale; circa 170 ore di videoriprese e fotografie di impiegati assenteisti che timbravano e uscivano dalla sede, spesso pochi minuti dopo aver strisciato il «badge» nell’apposita macchinetta; l’acquisizione di tabulati, delle tessere magnetiche, dei fogli di presenza, dei permessi e ordini di uscita.
A inchiodare i dipendenti della Regione in servizio a Rovigo nel cosiddetto «Palazzo di vetro» di viale della Pace anche gli esami degli hard disk del videoregistratore.
Nel mirino della Procura anche le cosiddette «missioni esterne» ovvero gli incarichi fuori sede affidati dai dirigenti ai dipendenti per lo svolgimento del loro incarico.
