I senatori conservano l’immunità, ma perdono l’indennità. Con l’approvazione, ieri, di sette articoli (dal 3 al 9) sta prendendo forma la nuova Camera alta di Matteo Renzi. Scompaiono con 184 sì, 12 no e 11 astenuti i senatori a vita: il Quirinale potrà nominarne 5 che resteranno in carica sette anni.
Nonostante sia stata modificata la proposta del governo, che inizialmente escludeva l’immunità per i senatori (che esercitano le loro funzioni senza vincolo di mandato), il premier s’è detto comunque «soddisfatto». «Si cambia davvero, abbiamo ridotto i costi della politica», è il suo commento. Dopo una settimana di battaglia, l’accelerazione sul voto è frutto anche della scelta aventiniana del M5S (il capogruppo Maurizio Buccarella ha definito la riforma «una porcata») e della Lega, per la quale «le risposte del governo sono insufficienti». Su richiesta della relatrice Anna Finocchiaro l’esame è stato interrotto prima che si arrivasse all’articolo relativo alle competenze del Senato in attesa del ritorno dell’altro relatore, Roberto Calderoli, assente per un lutto familiare. ma l’obiettivo resta il via libero del ddl entro l’8 agosto. Senza i due principali gruppi di opposizione a dare battaglia, la piccola pattuglia di Sel ha cercato di tenere il punto contro il mantenimento delle immunità. Ma gli interventi più netti sono venuti dai dissidenti del Pd, Vannino Chiti, Felice Casson, Lucrezia Ricchiuti. Fi ha ribadito il suo assenso al testo della riforma.

Il Senato accelera, sì all’immunità. Verso il vertice Renzi-Berlusconi sull’Italicum: si tratta su preferenze e soglie
Resta l’immunità per i neo senatori. Ieri sera il Senato, dopo un ampio dibattito, ha infatti respinto a larga maggioranza tutti gli emendamenti aggiuntivi all’articolo 8 del Ddl Boschi-Delrio relativi all’immunità: lo “scudo” dell’articolo 68 della Costituzione (autorizzazione a procedere per arresto e intercettazioni) resta dunque per i futuri senatori così come per i deputati. L’immunità per i futuri senatori, che va ricordato non saranno eletti direttamente, ma saranno scelti nell’ambito dei consigli regionali, non era in realtà prevista nel Ddl presentato dal governo ma è stata poi introdotta tra le polemiche dalla commissione Affari costituzionali. E più di una volta il premier Matteo Renzi si è detto disponibile a cambiare in Aula su questo punto. Formalmente la relatrice Anna Finocchiaro e il governo si sono rimessi all’Aula, ma durante il dibattito sia Finocchiaro sia il capogruppo del Pd Luigi Zanda si sono espressi a favore del mantenimento dello “scudo” «a tutela del meccanismo legislativo e della separazione dei poteri». Una posizione concordata con il governo, come confermato dal sottosegretario alle Riforme, Luciano Pizzatti: «L’opinione che è emersa in commissione è l’opinione che il governo ha fatto propria».
Tra le modifiche che saranno apportate nelle prossime ore in segno di apertura verso Sel, rientrata in Aula a differenza di M5S e Lega ancora sull’Aventino, non ci sarà dunque l’abolizione dell’immunità come pure chiede il partito di Nichi Vendola. Ci saranno invece interventi sul capitolo referendum (abbassamento del numero di firme necessarie, ora 800mila) e forse sull’allarganento della platea per eleggere il Capo dello Stato ai 73 deputati europei, anche se su quest’ultimo punto ci sono forti resistenze da parte di Fi e Ncd. Quanto all’immunità, il governo ha deciso in sostanza di non forzare la mano rimandando la decisione a quando il testo sarà esaminato dalla Camera. Il punto è che ancora c’è indecisione su come intervenire: togliere l’immunità anche ai deputati? Inoltre Renzi, dal momento che il testo verrà sicuramente cambiato a Montecitorio, vuole mantenersi qualche margine di trattativa. Ieri è comunque stata la giornata dei voti sprint in Senato: in un paio d’ore l’Aula ha approvato ad ampia maggioranza gli articoli dal 3 al 9, quello che stabilisce che i futuri senatori non avranno indennità propria. «Si cambia davvero», dice soddisfatto il premier in serata.
Se la strada delle riforme è ormai in discesa verso il via libera entro l’8 agosto, queste sono ore decisive per l’Italicum bis in vista dell’incontro tra Renzi e Silvio Berlusconi previsto per mercoledì o più probabilmente giovedì. Gli “sherpa” sono al lavoro: Luca Lotti e Lorenzo Guerini per il premier, Denis Verdini e Gianni Letta per l’ex Cavaliere. Ormai certo l’innalzamento dal 37 al 40% della soglia al di sotto della quale scatta il ballottaggio nazionale. Sulle preferenze – nonostante la nota ostilità di Berlusconi e le resistenze di parte del Pd – dovrebbe reggere il compromesso individuato negli ultimi giorni: capilista “bloccati” e preferenze per gli altri. «Anche perché – ragiona l’azzurro Maurizio Gasparri – senza preferenze la legge rischierebbe di essere bocciata in Aula», visto anche come è andato a marzo il voto alla Camera quando le piccole liste bloccate sono passate per una ventina di voti. La vera trattativa è sulle soglie di sbarramento, attualmente al 4,5% per i partiti coalizzati e all’8% per i non coalizzati. Forza Italia è disposta a scendere al 4% per i partiti coalizzati ma non vuole eliminare la differenziazione che incentiva le aggregazioni, mentre Ncd e lo stesso premier vorrebbero un’unica soglia per tutti.
