La delibera ancora non c’è. «Ma ormai è fatta, è solo questione di limature» assicurano da Palazzo Balbi. Il quesito per il referendum sull’autonomia del Veneto è pronto e il governatore Luca Zaia, che potrebbe presentarlo in conferenza stampa già questa settimana, ha voluto discuterne ieri con i suoi assessori, raccomandando loro la massima riservatezza.
Zaia intende tener fede alla promessa fatta ai veneti («Il 2016 sarà l’anno del referendum, ci prenderemo l’autonomia che ci spetta») e ha chiesto ai professori dell’università di Padova Mario Bertolissi e Luca Antonini di accelerare le operazioni. Il primo è al lavoro sul quesito, il secondo sta aggiornando i due progetti di legge presentati nella scorsa legislatura, che puntano a strappare allo Stato nuove competenze in virtù del dettato dell’articolo 116 della Costituzione. La Regione persegue dunque una strategia a doppio binario: quello più duro, del referendum, e quello più morbido, della trattativa con Roma. Con il governo, e specificatamente col ministro dell’Interno Angelino Alfano, si dovrà d’altronde dialogare anche per ottenere l’abbinamento del referendum autonomista con quello sulla riforma Boschi, in agenda per ottobre, indispensabile per risparmiare i 14 milioni a suo tempo stimati come costo per l’allestimento di una consultazione autonoma. «Ci conviene posticipare a dopo l’estate piuttosto che puntare all’election day delle amministrative di giugno – ha detto Zaia – così possiamo portare più gente a votare». Anche perché il 17 aprile c’è il referendum contro le trivellazioni, su cui pure la Regione si sta spendendo in prima linea, e si rischia l’ingorgo.
Dopo la riunione di giunta Zaia ha convocato al Balbi i capigruppo di maggioranza (assente giustificata soltanto Silvia Rizzotto, speaker della lista del presidente, per una lieve malattia) e con loro, oltre che sull’autonomia, ha fatto il punto su un altro argomento cardine del suo programma, l’introduzione della «fiducia». Occorre una modifica allo Statuto e oggi inizia l’iter in commissione Affari istituzionali: il governatore vuole evitare che si ripeta il copione visto nella scorsa legislatura, quando tutto fu insabbiato ben prima di approdare in aula. I capigruppo l’hanno rassicurato: non ci saranno intoppi.
Dopo un periodo di stand-by, sul fronte dell’autonomia torna quindi a registrarsi un certo fermento, complici il convegno organizzato sabato scorso da Forza Italia, ospite proprio il professor Antonini, e la campagna per la macroregione Triveneto che ha già coinvolto 200 sindaci, tra cui Achille Variati di Vicenza e Flavio Tosi di Verona. Quest’ultimo ieri è intervenuto pesantemente contro Zaia e il segretario della Lega Gianantonio Da Re, suoi ex compagni di partito accusati di boicottare il progetto di fusione con il Trentino Alto Adige e il Friuli Venezia Giulia: «Vanno contro la storia della Lega, forse perché ritengono elettoralmente più utile inseguire il referendum sull’autonomia che, semmai verrà indetto, non porterà ad alcun risultato concreto». A sostegno della macroregione si schiera compatto anche il Movimento Cinque Stelle ma a dare l’altolà all’ennesimo referendum, pure questo calendarizzato a ottobre, è il sottosegretario agli Affari regionali Gianclaudio Bressa: «È una suggestione che rischia di tramutarsi in una brutta avventura. Sarebbe la prima volta che si fa ricorso all’articolo 132 della Costituzione e alla legge attuativa del 1970 e nel caso di specie ravviso molti dubbi di legittimità. Il referendum per la fusione, muovendo da esigenze di maggior autonomia rappresentate solo dal Veneto, appare come una prevaricazione nei confronti del Friuli Venezia Giulia e nei fatti avremmo una Regione che legifera a carico di un’altra, più piccola. Quanto al referendum per la fusione col Trentino Alto Adige, questo impatterebbe su accordi di diritto internazionale, penso al De Gasperi-Gruber di Parigi. E sappiamo bene che i trattati internazionali non possono essere oggetto di referendum».
