Dovranno essere festività natalizie “diverse” da quelle abituali. La Commissione europea è pronta a lanciare l’allarme: le vacanze invernali rappresentano un “rischio”, possono trasformarsi nell’incubatore di una terza ondata di Covid che l’Unione deve assolutamente evitare. A tal fine, mercoledì Bruxelles pubblicherà la “Remain Safe Strategy”, le raccomandazioni ai governi su come gestire Natale e Capodanno chieste anche dal premier italiano Giuseppe Conte per armonizzare le misure in tutti i Paesi Ue e oggetto di un fitto lavoro diplomatico del ministro della Salute, Roberto Speranza, in vista del nuovo Dpcm sulle festività, atteso proprio per giovedì prossimo. Si tratta di linee guida non vincolanti — la Ue non ha competenza in materia — ma da inizio pandemia i governi hanno mostrato grande attenzione ai “consigli” dell’Unione.
Da qui a dopodomani, quando verranno approvate dal team di Ursula von der Leyen, le raccomandazioni potrebbero ancora cambiare. Al momento, spiegano fonti europee concordanti, si prevede che l’Eurogoverno chiederà alle capitali una serie di azioni per evitare di cancellare in pochi giorni i progressi ottenuti in tre mesi di pesanti sacrifici. In generale, la Ue raccomanderà misure coordinate e mirate visto che ancora oggi, calcola Bruxelles, ogni 17 secondi in Europa una persona muore per Covid. Insomma, bisogna evitare di ripetere gli errori di agosto.
Per la Commissione europea i festeggiamenti di Natale e capodanno possono trasformarsi in eventi super diffusori. Ecco perché — salvo modifiche dell’ultima ora — chiederà di rinforzare le misure restrittive per evitare ritrovi in ambienti chiusi, posti affollati e contatti ravvicinati. In caso contrario, prevedono gli esperti Ue, nella prima settimana di gennaio i ricoveri tornerebbero a salire massicciamente in tutta Europa. La Ue quindi raccomanderà di vietare eventi di massa e di prevedere regole chiare anche per i piccoli incontri sociali come il numero massimo di persone ammesse (per assicurare il distanziamento) e l’uso obbligatorio delle mascherine. I governi dovranno definire norme anche per gli incontri nelle case private, pure in questo caso stabilendo il numero di persone consentite e con l’indicazione di incoraggiare festeggiamenti all’interno di una “bolla” ristretta, ovvero sempre con le stesse persone per tutte le vacanze.
L’esecutivo comunitario chiederà espressamente ai governi di introdurre o mantenere il coprifuoco notturno per evitare che i festeggiamenti in tarda ora si trasformino in momenti di diffusione del virus. Per quanto riguarda le cerimonie religiose, Bruxelles raccomanderà di considerare l’ipotesi di evitare grandi eventi. Potrebbero essere sostituiti da funzioni online, in tv o via radio. Inoltre, i governi che consentiranno le messe con i fedeli in chiesa dovranno assicurarsi che siano garantiti spazi dove le famiglie possano isolarsi, distanziate dalle altre persone. Ci sarà richiesta esplicita di proibire i canti — considerati capaci di aumentare diffusione del Covid — e di prevedere l’uso obbligatorio della mascherina anche a messa.
Considerando la spaccatura tra Cancellerie, con Italia, Francia e Germania schierate per la chiusura degli impianti e l’Austria invece convinta ad aprirli, Bruxelles rinuncerà a regolare direttamente gli sport invernali, al contrario di quanto auspicato dal premier Conte: la Commissione — priva di competenza in materia — si limiterà a indicare che dovranno essere i governi coordinarsi e trovare un approccio comune. La Ue però scoraggerà i viaggi turistici, visto che spostarsi viene considerato un rischio. Tuttavia, visto i livelli epidemiologici abbastanza omogenei in tutto il continente, sconsiglierà di imporre limitazioni aggiuntive o particolari ai viaggi tra paesi Ue o per quelli in aereo, non considerati un rischio aggiuntivo. Se tuttavia qualche capitale dovesse optare per le quarantene legate ai viaggi, la Ue consiglia di ridurle a 7 giorni (con un test in uscita dall’isolamento).
Tra i passaggi chiave delle raccomandazioni Ue, quello sulla scuola. Per Bruxelles nonostante le misure sarà inevitabile un aumento dei contagi. Per evitare allora che gli istituti si trasformino in un volano alle infezioni, la Commissione chiederà ai governi di creare un periodo cuscinetto tra la fine delle festività e il ritorno tra i banchi e dunque di non riaprire le classi ai primi di gennaio, subito dopo le festività, ma di allungare le vacanze (di una o due settimane, la scelta viene lasciata alle capitali) o di prevedere un uguale periodo di didattica a distanza. La Ue infine inciterà i governi a rafforzare i sistemi sanitari per affrontare e gestire eventuali aumenti di contagi successivi alle festività.
