La Direzione Generale della Sanità Animale e dei Farmaci del Ministero della Salute, in collaborazione con il Cento di referenza nazionale per la salmonellosi dell’IzsVe e il Centro operativo veterinario per l’epidemiologia, la programmazione e l’informazione (Covepi) dell’Izsam hanno predisposto il Piano nazionale di controllo delle salmonellosi negli avicoli per l’anno 2015, che sostituisce il piano relativo all’anno precedente. Negli ultimi anni le attività di controllo relativamente alla salmonella si sono particolarmente intensificate a livello di allevamento in seguito all’emanazione di specifiche norme da parte della Commissione Europea volte a garantire alimenti sicuri attraverso un progressivo miglioramento dello stato sanitario degli animali. Tali piani di controllo sono infatti mirati al raggiungimento di una progressiva riduzione della salmonella nelle popolazioni animali (Regolamento 2160/2003 CE).
Il Piano si basa su quanto stabilito dalla normativa europea ed è stato presentato alla Commissione Europea per l’approvazione ai sensi dell’articolo 13 del Regolamento (UE) 652/2014. Esso contiene le specifiche per i controlli da effettuare entro il 31 dicembre 2015, oltre che le misure sanitarie da applicare in caso di riscontro di sierotipi di salmonelle rilevanti per la salute pubblica sui gruppi di avicoli delle seguenti specie e orientamenti produttivi in allevamenti con capacità superiore ai 250 capi:
• Riproduttori Gallus gallus;
• Ovaiole Gallus gallus;
• Polli da carne Gallus gallus;
• Tacchini da riproduzione;
• Tacchini da ingrasso
Sono esentati dall’obbligo di applicazione del Piano solo i gruppi di allevamenti familiari, come definiti dal DM 13 novembre 2013. Gli allevamenti con capacità strutturale inferiore ai 250 capi a carattere commerciale devono applicare il piano attraverso un piano d’autocontrollo adeguato alla realtà aziendale (ovvero semplificato), concordato col Servizio veterinario competente. Se ritenuto opportuno dal Servizio veterinario può essere applicato un piano d’autocontrollo semplificato anche per gli allevamenti familiari.
Le attività di controllo sono finalizzate al raggiungimento dell’obiettivo comunitario di riduzione della prevalenza dei sierotipi rilevanti nei gruppi di avicoli e pari:
• All’1% o meno per i riproduttori e polli da carne Gallus gallus e per i tacchini da riproduzione e da ingrasso;
• Almeno del 10% inferiore alla prevalenza rilevata nell’anno precedente nei gruppi di ovaiole Gallus gallus. Il più recente dato nazionale a disposizione, che si riferisce all’anno 2013, indica una prevalenza di gruppi positivi a sierotipi rilevanti in questa categoria pari a 1,61%.
Le misure sanitarie applicate ai gruppi risultati positivi a salmonelle rilevanti per la salute pubblica sono: macellazione o abbattimento trattamento termico o distruzione delle carcasse distruzione o trattamento termico delle uova pulizia e disinfezione degli ambienti, seguita da test di verifica dell’efficacia dei trattamenti indagine epidemiologica revoca dell’accreditamento dell’allevamento di appartenenza del gruppo.
Il Piano si basa su quanto stabilito dalla normativa europea. I controlli annuali di cui al Piano devono essere completati entro il 31 dicembre 2015.
