Sanità, il Veneto lotta e la spunta: 8,755 miliardi di budget. In extremis, dopo tre ore di schermaglie e qualche parola grossa, la Regione evita lo scippo di risorse destinate alla sanità veneta che andava profilandosi dopo le caotiche sedute precedenti. Al tavolo romano, l’assessore Luca Coletto ha sottoscritto un riparto del Fondo nazionale che assegna al welfare nostrano 8,755 miliardi per l’anno in corso. Scongiurato il taglio di 91 milioni (che incombeva dopo il contestato pre-accordo, poi impugnato dal Veneto), Palazzo Balbi rinuncia a 24 milioni rispetto al bilancio dello scorso anno ma ottiene garanzie sul versante dell’applicazione dei costi standard e del suo ruolo di sistema «benchmark». Soddisfatto Coletto, protagonista di una trattativa accesa: «Alla fine, le nostre buone ragioni hanno prevalso». E così Luca Zaia: «II lavoro di squadra che abbiamo portato avanti in questi mesi ha pagato, com’era giusto che fosse».
Commenta il governatore: «abbiamo ridotto al minimo fisiologico di 24 milioni la minore assegnazione causata esclusivamente dai tagli del Governo contro i quali ci siamo sempre battuti. Ma soprattutto abbiamo ottenuto un impegno storico: quello a definire il riparto 2016 esclusivamente sulla base dei costi standard e a partire dal marzo prossimo. Ringrazio i colleghi presidenti per il riconoscimento dato alla nostra virtuosità nel confermarci Regione benchmark, cioè modello di riferimento, anche per il 2016. Il momento è difficile, ma se le cose miglioreranno possiamo dire sin d’ora che il Veneto ha dato in questo senso un contributo fondamentale, perché i costi standard che abbiamo ostinatamente proposto e difeso con ogni mezzo saranno l’unica risposta reale agli sprechi». Morale della favola? «Siamo solo all’inizio del cammino», conclude Zaia «ma essere riusciti a smuovere il monolite consente di guardare al futuro con una maggior, seppur sempre prudente, fiducia». AL VENETO 8,7 MILIARDI. COLETTO: «PERSI 24 MILIONI INVECE DI 92 E PATTO SUI COSTI STANDARD»
Alla fine dell’anno le Regioni hanno finalmente trovato l’accordo sul Fondo nazionale sanitario 2015, ovvero 107,252 miliardi di euro che dovranno dividersi in base a numero di residenti e popolazione anziana per coprire i Livelli essenziali di assistenza. Uno dice: e la notizia dov’è, non lo fanno tutti gli anni? Sì, ma stavolta la vigilia della conferenza dei governatori di ieri a Roma era ad alta tensione, per la ribellione del Veneto a perdere 92 milioni di euro tra il mancato aumento del fondo sancito dalla legge di stabilità e i 30 milioni di «solidarietà» da girare in soccorso alla Liguria. Tutto ciò fino alle 16: alle 19.30 l’assessore alla Sanità, Luca Coletto, usciva contento dal vertice con 8 miliardi e 755 milioni di euro in cassa. «Perdiamo 24 milioni, non più 92, a causa della manovra del governo e del contributo, l’ultimo, da versare alle Regioni in difficoltà — spiega —. In compenso abbiamo ottenuto impegni che rappresentano una svolta in direzione dell’appropriatezza della spesa. E cioè: tutte le Regioni hanno convenuto di definire il riparto 2016 non più a fine anno ma a marzo ed esclusivamente sulla base dei costi standard. In più il Veneto è stato riconfermato Regione benchmark per la spesa e dal prossimo anno il contributo di solidarietà andrà solo alle giunte che dimostreranno di aver attuato una vera riforma del proprio sistema, come abbiamo già fatto noi».
Tutto ciò significa anche che è stato intrapreso il percorso finalizzato a conteggiare il riparto non più sulla spesa storica, parametro colpevole di avvantaggiare le realtà più sprecone, quelle con i conti sempre in rosso. «E’ un impegno storico — dichiara il governatore Luca Zaia —. Il lavoro di squadra che abbiamo portato avanti in questi mesi ha pagato, com’era giusto che fosse. Il momento è difficile, ma se il quadro migliorerà possiamo dire che il Veneto ha dato un contributo fondamentale. I costi standard che abbiamo ostinatamente proposto e difeso con ogni mezzo saranno l’unica risposta reale agli sprechi. Siamo solo all’inizio del cammino, ma ora guardiamo al futuro con maggiore fiducia. E prudenza». «Saremo collaborativi ma vigili», concorda Coletto.
Va infine spiegato che il Veneto ha perso 6 milioni di euro in meno del previsto grazie alla decisione di Lombardia, Emilia Romagna, Toscana, Marche e Lazio di mettersi insieme e rinunciare a un ritocco al rialzo a beneficio appunto della nostra regione. I presidenti hanno infatti deciso che nessuna giunta perda più dello 0,50% rispetto al riparto dello scorso anno.
Oggi questa bozza di distribuzione del Fondo nazionale sanitario dovrà passare l’esame della Conferenza Stato-Regioni. Queste ultime eleggeranno inoltre il loro nuovo coordinatore, che succederà a Sergio Chiamparino. (Michela Nicolussi Moro – Il Corriere del Veneto)
CHIAMPARINO: NESSUN ENTE PERDERÀ PIÙ DELLO 0,5% RISPETTO ALL’ANNO SCORSO
Le Regioni hanno raggiunto l’intesa per il riparto del Fondo sanitario 2015 da circa 110 miliardi. L’annuncio è stato dato ieri dal presidente della Conferenza delle Regioni, Sergio Chiamparino, al termine di una sessione di lavoro straordinaria. «Abbiamo raggiunto l’intesa sul riparto del Fondo che prevede l’utilizzo di un fondo premiale affinché nessuna Regione perda più dello 0,5% rispetto allo scorso anno», ha detto. «C’è stata una trattativa per tenere conto di alcune istanze del Veneto – ha aggiunto – ma la trattativa si è chiusa positivamente. C’è un impegno politico preciso nato dalla richiesta delle Regioni Campania, Veneto e altre per rivedere i vecchi parametri». Si è trattato di «impegno politico preciso di rivedere i parametri tenendo conto del criterio della popolazione, della sua anzianità ma anche di indici di deprivazione sociale e culturale che possono avere effetti sulla sanità. Accanto a questo, l’obiettivo è intensificare la logica dei costi standard anche per premiare chi, oltre a garantire i Lea, i livelli essenziali di assistenza, garantisce una spesa efficiente», ha concluso Chiamparino. Il taglio quest’anno varrà per tutti ma con un impegno preciso di solidarietà tra le Regioni.
Oltre alle “quote premiali” da 274 milioni, le “quote indistinte” da 106,9 miliardi sono così ripartite: Lombardia 17,57 miliardi, Lazio 10,29 miliardi, Campania 9,94 miliardi, Veneto 8,67 miliardi, Sicilia 8,80 miliardi, Piemonte 7,95 miliardi, Emilia Romagna 7,93 miliardi, Puglia 7,11 miliardi, Toscana 6,57 miliardi, Calabria 3,43 miliardi, Sardegna 2,93 miliardi, Liguria 2,92 miliardi, Marche 2,77 miliardi, Abruzzo 2,36 miliardi, Friuli Venezia Giulia 2,21 miliardi, Umbria 1,61 miliardi, Basilicata 1,01 miliardi, Provincia di Trento 0,94 miliardi, Provincia di Bolzano 0,89 miliardi, Molise 0,56 miliardi, Valle D’Aosta 0,13 miliardi.
