Luci e ombre sui conti della sanità veneta. La cattiva notizia è che il bilancio consolidato 2014 delle 24 aziende si è chiuso con un passivo di 171,4 milioni di euro, superiore alla perdita complessiva di 162,3 milioni registrata nel 2013. Quella buona è che il sistema resta comunque in attivo, grazie al riequilibrio operato dalla Regione con la quota accentrata che ogni anno tiene da parte allo scopo e, soprattutto, il trend positivo imboccato nel 2008 prosegue. Se si considera che si è partiti con un deficit di 620 milioni (già ridotti a 431,7 nel 2010), arrivando ai giorni nostri si rileva un miglioramento del risultato economico pari al 72,3%. Dodici Usl su 21 e l’Istituto oncologico veneto hanno chiuso i conti 2014 in attivo o pareggio, il resto con il segno meno. Anche perché il costo procapite è aumentato di 11 euro, passando dai 1839 del 2010 ai 1850 del 2013, per un totale annuo di +36 milioni.
Emerge dalla «Relazione sociosanitaria del Veneto», redatta dal Sistema epidemiologico regionale (Ser) e presentata dalla giunta Zaia al consiglio di Palazzo Ferro Fini. «Lo ritengo uno strumento di consultazione utile alle aziende sanitarie e ai professionisti della salute», scrive nella presentazione del dossier Domenico Mantoan, direttore generale della Sanità. In effetti gli spunti sono molti.
Per esempio, sono stati onorati i debiti con i fornitori grazie al prestito di 1,6 miliardi concesso da Roma a Palazzo Balbi, che ha così centrato anche l’obiettivo di abbattere i tempi di pagamento da una media di 175 giorni a 88. Sempre in tema di risparmi, il numero di posti letto previsti dalla programmazione per il 31 dicembre 2015 è sceso a 17.448 (14.801 per acuti e 2467 per la Riabilitazione), più altri 807 riservati ai pazienti di fuori regione. Ecco, a proposito di «mobilità», il report indica «l’aumento dell’indice di fuga», cioè dei veneti che vanno a curarsi nel resto d’Italia, dal 5,8% del 2006 al 7,2% del 2013. L’indice di attrazione si mantiene invece sull’8,3%, quindi il saldo è positivo ma scende da 24 mila a 7800 ricoveri. I malati veneti scelgono soprattutto il Friuli (Oncologia), Emilia (Ortopedia e Ginecologia), Lombardia (Oncologia e Cardiologia) e Trento (Riabilitazione). Ad attrarre i «forestieri» sono le Aziende ospedaliere di Padova e Verona, le Usl 18 di Rovigo (è al confine) e 22 di Bussolengo, forte di un privato capace di mantenere attiva la mobilità per un 25%.
Passando alle prestazioni specialistiche ambulatoriali, nel 2014 il Veneto ne ha erogate 67.589.630: il 24% sono visite e Riabilitazione, il 71% è rappresentato dall’attività di laboratorio e il 5,2% dalla diagnostica per immagini. «Si conferma il ruolo dominante del pubblico — recita la relazione del Ser — cresciuto del 3% in tutte le aree. Il convenzionato perde invece un 7% nel laboratorio e un 6% nella Riabilitazione». In questi 67,5 milioni di prestazioni ci sono anche quelle serali, prefestive e festive, partite a dicembre 2013 e in tutto 162.425. «Solo l’1% del totale — nota Claudio Sinigaglia, consigliere del Pd — troppo poco, visti i 10 milioni investiti. Così come mi preoccupa la fuga dei veneti: perché 3041 vanno altrove per problemi relativi alla Oncoematologia? Perché 12.040 fanno i pellegrinaggi per l’Ortopedia? Ma soprattutto perché 1512 emigrano per la Cardiologia e addirittura 7861 per il settore materno infantile? Ricordo inoltre che per i pazienti del resto d’Italia abbiamo messo a bilancio 240 milioni».
E le liste d’attesa? Secondo Palazzo Balbi sono soddisfatte in un range compreso tra l’86% e il 98% a seconda dell’indice di priorità (10-180 giorni), con un miglioramento indicato tra il 5% e il 6% rispetto al 2013. Stando al dossier si è ridotto pure il tempo di attesa al Pronto soccorso: 19 minuti di media e 120 di permanenza, nonostante 1,8 milioni di accessi. Di questi, 4 su 5 riguardano codici verdi e bianchi.
